谁的水,谁的发展:农村工业中的水资源攫取现象反思

摘要: 地方政府招商引资式发展实质上满足的是外来资本而非当地村民的发展需求。当地民众虽然拥有水资源的使用权但因缺少获益权并无法真正参与资本利益链的分配,还需承担资本盈利的代价。农村工业化发展政策的决策者需谨慎对待“双赢”期望背后的隐性水攫取现象,不能切断作为地方民众生存之基的具体水权以享受国内生产总值的狂欢。 ... ... ...
