The Washington Post on Thursday morning first reported that Russia has developed a plan to create a pretext for a Ukraine invasion by falsely pinning an attack on Ukrainian forces.

"We do have information that the Russians are likely to want to fabricate a pretext for an invasion, which, again, is right out of their playbook," Pentagon spokesman John Kirby said when asked whether the report was accurate.

Russia planned to release a fake video to build support for invading Ukraine, senior Biden administration officials and others told The New York Times.

U.S. intelligence learned of Moscow's plans to stage and film a fabricated attack by the Ukrainian military either on Russian territory or against Russian-speaking people in eastern Ukraine.

Russia intended to use the video to accuse Ukraine of "genocide" against Russian-speaking people and justify an attack or have separatist leaders in eastern Ukraine invite a Russian intervention.

“We do have information”，不披露令人信服的消息来源，即使在have前面再多加几个do也没用。你姑妄言之，人们姑妄听之，仅此而已。
不过，五角大楼发布这则消息更像是在打预防针，是要告诉人们：不管将来发生了什么情况，只要俄罗斯入侵乌克兰，其起因都是俄罗斯伪造出来的。

说的有道理。似乎在给俄罗斯“入侵”戴上非正义战争的帽子。美国现在的经济情况，能支撑它和俄罗斯开战吗？欧洲各国因为能源问题，应该不愿意和俄罗斯开战。所以猜测，美国也只是纸老虎，它希望俄罗斯先动手，然后自己去收拾残局，或者只是外交上表示谴责？反正俄罗斯也不怕美国经济制裁。
