这句话有一点容易误会啊
“空白支票”很容易让人联想到“空头支票”从而导致误解 ...

这应该是对 carte blanch 的正规翻译，意思就是没有填写面额的支票，支票持有人可以任意填写然后兑现

（这里的实际意思是这次战争的胜利者可以按照自己的意志塑造国际新秩序）

至于“空头支票”，指的是支票开出人的账上无钱
